"File Copy"

Who owns the copy of a book that is marked as "File Copy"?
I mean, who actually gets handed such a marked book?
"Publisher's Copy",
"Author's Copy",
"Printer's Copy", etc.,
are all self-explaining,
But if I get the chance to own one labeled "File Copy",
Then who originally gave it up?

it should have resided in the files of Black Sparrow PRess, but I suspect that it was either given out from there,or was an extra copy marked "file"
