sound of the St. Thomas bridge

I am looking for the name of the poem where he describes the sound of being under the St. Thomas bridge in San Pedro. I believe he says something about midgets and elephants...

It isn't specifically about the Vincent Thomas bridge though, or being under any bridge. This is the part you remember:
