The whole episode sounds like a publicity stunt to me. If it had happened here in the U.S. I'd be looking for who was trying to get their name in the papers. Because no one in their right mind would install an anti-cop poem at the entrance to a police station as "public art" and be surprised by a negative reaction from cops.
