Johannes, the text is by a famous poet, Léo Ferré. Unfortunately there is no mention of Ferré in the vidéo.
Ferré was quite political. Worth looking into. There are a few videos of Ferré on YT.

This is actually a song that has held up over time.

That's funny. "The later Dylan years" you refer to is his early period later years, Sept 1989, aprox 27 years ago. One could argue he's still working and the later years can't be determined until he dies.
